Referendum Text
Shall Greenwood School District No. 50, South Carolina (“School District”), be empowered to issue, either at one time as a single issue or from time to time as several separate issues, general obligation bonds of the School District in the aggregate principal amount not to exceed $175,000,000, the proceeds of which shall be used for the purpose of defraying the costs of the capital improvements needed to provide modern and adequate facilities to serve the current student population and meet anticipated growth in the projected student enrollment of the School District, including the following projects:
1. Construction of new school facilities, to also include the acquisition of real property, furniture, fixtures and equipment, as follows:
a. New Benjamin E. Mays Elementary School; and
b. New Lakeview–Pinecrest Combined Elementary School;
as well as
2. Significant renovations and additions to existing school facilities, to also include the acquisition of real property, furniture, fixtures and equipment, at the following locations:
a. Eleanor S. Rice Elementary School; and
b. Hodges Elementary School;
as well as
3. District-wide improvement projects, including:
a. Student Safety and Transportation, including the acquisition of new activity buses to safely transport students to academic, athletic, and extracurricular activities;
b. Athletic and Co-Curricular Facilities, including turf field replacement and additions at high school athletic facilities and field lighting at middle and high school athletic facilities, expanding student participation in athletic and extracurricular programs;
c. Modernized Classrooms, Dining Facilities and Learning Environments, including replacement of heating, ventilation, and air conditioning systems, upgraded classroom furniture, equipment, cafeterias, and instructional technology, playgrounds, outdoor learning environments, and updated school signage;
d. Enhancements to the District’s Visual and Performing Arts programs, including the acquisition and installation of stage lighting to the Greenwood Performing Arts Center, instrument acquisition and replacement, upgrades to instrument and fine arts storage, and replacement of marching band equipment; and
e. District Services Center, including the renovation of or construction of a new administrative building to consolidate district leadership, special education, student support, technology, child nutrition, and other District services currently dispersed across multiple aging school buildings into a single facility, improving access and services for students, teachers, and parents,
as well as related costs, such as architectural, engineering and legal fees and costs of issuance of such bonds?

Explanation: A “Yes” vote will permit the School District to legally borrow up to $175,000,000 to make the needed capital improvements. A “No” vote would prohibit the School District from borrowing the money and the School District would not be able to make the capital improvements.
