Shall the authorization to acquire, construct, and operate wastewater treatment facilities to provide for the collection, treatment, and disposal of wastewater previously granted to Aiken County, South Carolina, in referendums held on September 2, 1976, and November 7, 2006, be modified to authorize and empower Aiken County to acquire, construct, and operate wastewater treatment facilities, to provide wastewater services within and without Aiken County, and to utilize funds from any sources permitted by law for such purposes?
